I'm running XP and have experienced frequent
initialization failures.
A memory.dmp file was created in the WINNT Folder after
one recent failure (050703). It's large (319MB)and highly
fragmented. May I safely delete it now?

The complete memory dump files are basically useless unless you are a
system programmer your self or you are working with Microsoft tech
support staff to resolve the error that caused the dump.
For something like 99 and 44/100% of XP users the memory dump option
can be set to "<none>' or to "small memory dump 64 kb". You can do
this in Control Panel - System - Advanced - Startup and Recovery
Settings.
And if you should get directly involved in solving a specific error
situation it is equally simple to turn the "Complete memory dump"
option back on again.
Good luck
