rstrui.exe Entry Point Not Found

When I attempt to access System Restore I recieve this:
The procedure entry point
RemoteAssistancePrepareSystemRestore
could not be located in the dynamic link library
WINSTA.dll.
Can I replace this dll? If so, where can I find it?
Any help would be appreciated!!
