another pagefile problem

This system will not create a pagefile.

Things done


1. made sure that system,everyone,administrators had full
controll to the ntfs vol.

2. scanned for viruses.

3. ran chkdsk

4. installed the intel application accel.

5. even if I turn off full control for system and reboot
the system should warn me that it can not create the
pagefile. I just get the low virtual memory or no
pagefile.

any help would be great
