Open Control Panel > Phone and Modem Options.
Modems tab > highlight your modem > properties.
Power Management Tab > clear the checkmark from 'Allow
this device to bring the computer out of standby'

You didn't say if the computer is in standby or
hybernation mode or if it is shutdown. I'm not sure why
or even how the modem starts the computer if it is
shutdown. You may want to try the MS knowledge base if
the above doesn't solve the problem.

A Windows-based routine will not work when the computer is off.
Wake on Ring is independent of the operating system. It is in the
hardware. If you have an ATX motherboard, power is always supplied
to some components unless you turn off the power switch on the power
supply unit or unplug the cord if there is no switch.
