Windows Update installation error

When I try to run the download Q817287 (downloaded from
the Windows XP Update site) the following message occurs:
'Setup could not verify the integrity of the file
Update.inf. Make sure the Cryptographic service is
running on this computer.'

I have made sure that the Cryptographic service is
running on the computer yet I still cannot run this
update.

Any help would be extremely appreciated.

Bob;
Rename the catroot2 file:
Reboot, login to an Administrator account.
Double click My Computer.
Double click C drive.
Double click Windows file.
Double click System32 file.
Right click catroot2, click rename, type "catroot2old"
ENTER
