Recycle bin deletes windows?

Occasionally after I empty my recycle bin, the recycle
bin icon appears as tho there is still something in
there. So, I attempt to empty it again and I get the
message that asks "are you sure you want to delete
windows"?
Has anyone else ever noticed anything like that? Is there
something wrong with my system? If so, what? and what do
I need to do to fix it?
