If you're using XP Home, this usually happens if you've
forgotten to 'Activate' your copy of windows.
If this is the case, hold the [F8] key during boot up,
enter 'Safe Mode', and attempt to logon
as 'Administrator'. You should get an activation message
and be able to activate at that time.
