END TASK stopped working

1. finding this newsgroup was NOT user friendly - doubt I
can find any response - please also send by email.

2. XP - task manager dial. box stopped working. on Ctl,
Alt, Dlt, it only comes up partially - missing entire top
tool bar. Will NOT END TASK when selected (bottom tool
bar) and can only be closed by selecting little box that
appears in lower windows tool bar and selcting "close" -
what has happend, what do I do??
