I had the same problem. If you are slow in moving the
cursor the default settings will mess you up. There are 2
ways to fix this, First, when you click on "Start" don't
move the cursor until you can see where you are going and
then go there directly, without pausing anywhere.

or:
1) Right click on an unused portion of the taskbar (the
bar where "Start" is located;
2) Click Properties;
3) Click Start Menu;
4) Click whichever "Customize" that is highlighted;
5) Click Advanced;
6) Clear the button which specifies "Open submenus when I
pause on them with my mouse";
7) Click OK, Apply, OK.
