How To Turn Off - Automatic CAPS when you hold down KEYS???

SOMEONE,

I have had one hell of a time with the
XP feature where if you hold down the keys
for over 8 seconds, the DEFAULT becomes, CAPS.

How DO i DISABLE THIS???

go to control panel and click on accessiblity options and
then disable the sticky key features.
