How To Turn Off - Automatic CAPS when you hold down KEYS???

It sounds like your talking about the filterkeys you get
when you hold shift down for over 8 seconds.

you can turn it off by going to start, select the control
panel, open accessibility options, and uncheck the use
filterkeys box.
