Shutdown

How can I stop a user on XP Pro SP2 from doing a shutdown ? The computer
needs to be left on always. I have a user connecting remote (needs to use
some programs) that is shutting down the computer making is unavailable until
the next morning when someone at the office has to restart the computer..
