Quicklanch folder.

Just as there is a "Send to" which specifies which locations are shown on the
right-click>send to context menu of explorer, is there one that stipulates
the quicklanch icons/shortcuts?

With taskbar unlocked, right click the dividing line on the LHS of QL and choose Open Folder.

Yes.
If you right-click a shortcut there and select Properties, you can see
where it is.
C:\Documents and Settings\<username>\Application
Data\Microsoft\Internet Explorer\Quick Launch
