You can change the location for the Temporary internet
files and this is where the offline files are stored.

I think your confusing Offline Files with viewing web pages offline.

Offline Files make network files available offline by storing shared files
on your computer so that they are accessible when you are not connected to
the network. This allows you to work with the files the same way that you
work with them when you are connected to the network.
