Have you tried booting the machine in safe mode?
http://www.microsoft.com/windowsxp/home/using/productdoc/en
/default.asp?
url=/windowsxp/home/using/productdoc/en/boot_failsafe.asp
From there you should be able to correct what ever is
causing the looping behaviour. I don't know if a system
restore will help depending on the nature of you machine's
problem.
As a last resort there is the Recovery Console.

Good luck.
