Anyone please tell me what does this service do?

ummm - it blocks scripts from executing.
This is from the Norton Systemworks, not from Microsoft.
You can configure it to pop open a dialog when a script
tries to run, letting you indicate to block it, let it run once,
or grant it to always get to run.
