No taskbar or Icons! Please help

I recently bought a used computer running Windows XP. The
problem I'm having is when I log onto the system, there is
nothing but background. no tasbar or icons. Can someone
please tell me what has happened and what do I need to do
to fix it. Thanks

Just for the hell of it try pressing Ctrl + Esc at the same time.
