how can i read and edit .dat files in windows. like in
the temp internet, cookies, history folders

You shouldn't try to open/edit .DAT files. They are used by the =
Operating System. Editing or modifying them can **seriously damage your =

Unlike files with extensions like exe, doc, xls, etc., files with
the dat extension do *not* have a consistent format. The
extension is used in different ways by different pieces of
software. So there is no answer to your question.
Over and above that, many dat files are system files, and you
should *not* attempt to edit them in any way.
