Some users cannot logon - logon delayed

I have Windows XP with some users defined (all
Administrators).

After computer was turned off impoperly, some users
encounter logon problems:
welcome music is interupted, mouse movements and typing as
well; it takes ages to open CTRL-ALT-DEL screen and then
shutown...

Any hints?

Is this a workgroup or domain? If it is a domain, what OS is it running?
