Sometimes I find it to be a little funny that I end up
over looking something that was never even considered and
that ends up being the root of the problem. After a bit
more research and one last install of windows, I decided
to read ati's readme for their video driver. Here is what
I found:

This little detail is what was causing my problem. Hope
this helps anyone with a similar problem.
