Outlook express 6 problem

I was running disk cleanup and rcvd and err saying files
were missing from XP that I should install the operating
disk and follow the instructions which I did. After that
Outlook takes about 1 min for the logo to clear then
another half min to connect to the mail server. My ISP
says its an outlook problem. Gateway wasted about 6 of my
hrs attempting to fix it but failed.
