every time i start up my pc an error message come up that
says this file is missing
windows/user32/cmd.exe
what is this and how can i get this file?

It is the command prompt window. It is usually at start--all
programs--accessories. Try removing and then reinstalling windows
accessories in control panel--add/remove programs.
