shif key problem/xp

i can not use my shift key in any window. when i do my
left shift key takes me to hp/picture and my right shift
key takes me to e-mail. hp has checked everything and
has not been able to fix it. any suggestions

Type Regedit in Start Run, Navigate to=20
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Keyboard Layout
Is there anything under here.
