i am using windows XP. When i am copying files from
floppy to PC and continue with other floppy, windows
cannot detect file changes in drive:a.
so drive:a cannot detect other files and it need to be
restrart to change the floppy.
what is going on with my windows XP?

It sounds like the disk change sensor is not working. There is usually an
optical switch (although sometimes a mechanical switch is used) that
stimulates the disk change line on the cable to the controller so the
operating system knows that you changed the disk and it should flush its
buffers and reload the fat and directories. Often this switch either fails
or gets clogged with dirt. You could try to clean it, but if that doesnt
solve it, then you might want to replace the drive. New floppy drives are
only usually 12-15 dollars. This is a common failure.
Also make sure that you reformat disks before you use them. Usually
preformatted disks either have no volume serial number, or the whole box has
the same volume serial number and they all have no volume labels. These are
two additional means that Windows has to detect disk changes. A fresh
format will put a unique volume serial number on the disk and you can add a
volume label if you like. This may help, but if you still have problems,
then most likely your disk change sensor is kaput.
