these (running Windows XP Pro), these are all in my Documents and
Settings folder:

Favorites/MSN.com.url
Favorites/Radio Station Guide.url
My Documents/My Music/Sample Music.lnk
My Documents/My Music/Desktop.ini
My Documents/My Music/Music Videos & More on LAUNCH.url
My Music/Internet Radio on LAUNCH.url
My Pictures/Sample Pictures.lnk
My Documents/My Pictures/Desktop.ini
My Documents/My Pictures/Yahoo! Photos.url
My Documents/desktop.ini
SendTo/desktop.ini
SendTo/Compressed (zipped) Folder.ZFSendToTarget
SendTo/Desktop (create shortcut).DeskLink
SendTo/Mail Recipient.MAPIMail
SendTo/My Documents.mydocs

Also, anything special about their permissions? I think I am not able to
delete them.

It obvious what they are. If you don't know then why are you trying to delete them.

Sh!t does too, anywhere I can find all the attributes a Desktop.ini file can
contain? Google return about 209, 000 results on this. Things like
[DeleteOnCopy], [.ShellClassInfo] and what settings you can put, how they're
referenced,..etc.

There's no full list I know of. Different versions support different commands.

Hi,

Most are system files/folders and cannot be deleted. They are there to store
information specific to your user profile.

Here is the complete story. The laptop contains important work and
experimental data. It is to be backed up on a network using rsync. These
files were exhibiting some permission issues when the oldest backups
were deleted on the backup server. So I want to know what these files
really mean before I decide not to back them.

Tons of thanks to Winux P for the nice explanations.
