is there a way to make windows used all RAM before using virtual memory

i am using winXP home with 512MB+256MB of RAM,it always
has 500++MB of free RAM when i get to desktop, after
playing some games and using the net, it still has
500++MB of free RAM and it start using virtual memory
(page file, swap file or whatever u call it)

how do i make windows use all of the ram first before
using virtual memory?
