I have the same problem--used Norton and now I can't
install any programs; I tried downloading the .dll from
the web (and think I did it properly), but no luck.
Please e-mail me if you figure it out.

This is all I have on this subject:
Mscoree.dll is part of the .NET framework for Windows.
Go to Add/Remove and remove the .NET framework there.

To reinstall .NET Framework go to:
www.microsoft.com/net or from the Windows Update Site.
