'Operation Canceled Due to...'

First, THANKS to anyone willing to help! I am the 'system
administrator' for family computer but am having a
problem trying to access Tools/Internet Options. I keep
getting 'Operation Canceled due to Restriction on this
computer - contact system administrator'! I'm trying to
erase cookies/history & have tried everything. Anyone
have any ideas? THANKS
