I have a copy of XP Home I'm not using on any machine. How do I go
about un-registering it with Microsoft so I can sell it complete to
someone, and then they can activate it on their machine?

You first need to establish whether it's saleable. If it's an OEM (whether
it came with a new machine or hardware) you cannot transfer it because it's
now tied to your system. If retail (and it hasn't been used as a qualifying
product for Pro, in which case, as I understand it, it forms an integral
part of the Pro licence) then you don't need to do anything. Just sell it
and the new owner may (if it's been less than 120 days) have to call MS, but
there is nothing further you are required to do.

As long as it is a retail version, you can make a one time transfer. OEM
versions can only be sold with the computer it is installed on.

There is no such thing as unregistration (nor unactivation), nor
is it necessary. If yours is a retail copy you just sell it.
Depending on how long it's been, the buyer will be able to
activate it either normally over the internet, or by make a quick
easy call to an 800 number (he'll be given the number when he
tries to activate) and explaining how he got it.

However note that if this is an OEM copy, it's permanently tied
to the first computer it's installed on and can not be sold by
itself.
