Files load INCREDIBLY slow...

Sometimes, for no reason at all, files such as text and
pictures load really slowly (as in 10 sec to load). All
programs work fine, but all files take forever to load (or
right click on or delete). I've cleaned the registry and
of course resarted and shut down numerous times. Can
anyone help me out with this huge problem? Thanks!!
