Mouse Freezes and Sometimes Disappears and Windows Task Manager Performance

My mouse on my computer either freezes or disapears
completely, but at the same time a green box on the
taskbar by the clock appears (windows task manager
performane tab). It shows the computer cpu fluctuating,
sometimes for no reason.

I am using windows xp home edition, and have the latest
Norton Internet Securities 2003.

Which file/program was taking up the resources / cpu cycles ?
