Does Windows Movie Maker have the ability to import a recorded program from a
DVD so it can be edited?

Not directly... have to do a conversion first... see the Importing Source

This MAY work.
If your dvd could be played back in a home desktop dvd player you could
connect the output of the dvd player to the video input of your capture
device and import to WMM.

Or use DVDX or similar to just rip the thing to whatever format you want.
