Can not RESTART: Missing NTLDR (???)

What is this NTLDR (file?)and how do I fix it. I have
been told to back up my system and reinstall my program,
but I can't seem to make my backup go into my cd-rw or my
cd rom drives. I don't want to lose any of my files. I
also tried to do a partial install and it hung on the
first phase for hrs. collecting information. I also have
two hard drives. What options are available? Please
help. I can only shut it down with the tower button, and
I need to get my RESTART back to work.

You don't have a floppy disk in your drive when booting up do you?
