My Computer and Control Panel

I was adjusting my resolution and installing updates for
windows xp. Afterwards, I could not open My Computer or
the Control Panel. I get the error report box everytime I
try to open it and my screen would refresh.

Try a System Restore. Start>All Programs>Accessories>System Tools>System
Restore.
