shutdown is restarting

how does one get xp to shutdown properly instead of restarting? My shutdown
is restarting instead. I remember win98se having an adjustment in "msconfig"
but I don't see it in xp pro. Thanks in advance.

It may have something to do with ACPI not being implimented properly on your
computer.
