One User's Programs Shut Down in XP

I have several users set up in Windows XP. Everything
worked fine until recently. I seem to be having a
problem with one of the users. Any program I open in
that user account immediately shuts down. Also, I have
set up my E-mail to come through Outlook 2002 for each
user. It used to receive, but not send, now it won't do
either for that same user. I get an error (0x800CCC0F).
It sends and receives just fine for the other users with
the same settings. Does anyone have any idea what could
be the problem?
