Subject: Unable to find/download "RESTARTING WINDOWS XP"

I have found the fix for my pc hanging up at shutdown KB
307274. I find the icon for [Download the "Restarting
Windows XP" update now]BUT it simply takes me to
the "Welcome to Windows Update Screen". This results in
scanning my pc for updates available. "Restarting Windows
XP" is not included in this list. I am going in circles,
getting dizzy. Can some kind person save me?
