Is there any way to change the background colour of the page in the
Picture and Fax viewer

The background color is default window background color. You can change it
by doing the following:

1) Open "Control Panel" --> "Display"
2) Click the "Appearance" tab
3) Click "Advanced" button
4) Under the "Item" drop down, select "Window"
5) Select the color you want.

Appearance in Display in Control Panel, change Window.

ACDSee is a good solution if you like to go for a third party software.
