I recently downloaded a desktop theme that automatically
changed the XP welcome logon screen (XP Home edition). I
could not change it back and then uninstalled the theme.
It asked if I wanted to restore saved files which I said
yes. After uninstalling the program the welcome screen
has now disappeared and I can't figure out how to get it
back. I have checked all the control panel options for
accounts and even tried to system restore prior to the
download to no avail. Can anyone help me??

A similar thing happened to me. Apparently, the logon function isn't rock
solid and can get corrupted. Microsoft has a fix but you have to pay to get

I'm going to play around with some more boot screen customizing software and
see if I can fix it myself. I'll post again if I have any luck.

Ok, I found a fix!
Install ChameleonXP. By default, it will only have one logon screen in its
list, called Blue World. Simply click the Change Skin button at the top. It
will then change/rebuild your logon to the default.
From there, I've gone on to install a few more logon screens with the help
of LogonUI Randomizer.
