System Restore Error - rstrui.exe Entry Point Not Found

I get the following error message whenever I try to access
the system restore function on WindowsXP:

"rstrui.exe - Entry Point Not Found
The procedure entry point
RemoteAssistancePrepareSystemRestore could not be loacted
in the dynamic link library WINSTA.dll."

I tried to re-install Windows XP and use the "fix" function
in DOS mode, but to no avail.

Any suggestions?
