my System Tools are MIA

I've lost my System Tools. I tried Add/Remove System Programs from my CD but
only regained the 'Character Map'.

Here's where they should be:
C:\Documents and Settings\All Users\Start
Menu\Programs\Accessories\System Tools

I looked in that folder and 'Character Map' is the only thing there.
