Lots of people are having this error, and no one has been able to find
a solution, so here it is (I think); I'm posting it here so others may
benefit from my research. It's a simple fix, and actually the error
message is quite accurate, if only you know what it was referring to!
It turns out that the file C:\WINDOWS\SYSTEM32\DESK.CPL is the
installer for video drivers, and if that file is missing or, as it was
in my case, renamed (to DESK.CPL_, with an underscore at the end), the
driver installation will fail with a "Windows could not the installer
for display" error. Just copy/rename the file back to its original
location/name and problem solved.
