Sorry if this is a dumb question but...
Can I set up a .net pasport account for someone in another country? or must
they do it on their PC because some .net component gets installed? It would
make it easier if I could set up their account and then just talk them
through the log in process.

Sure can. It's a web-based function, the Windows Messenger (nothing to even
download) and Hotmail (if applicable) will work just fine for them.
