Open OE, click tools, options, connections tab, and what are the settings

OE has nothing to do with it.
First Let me apologize for posting the question dumb and wrong.
With WinXP PRO everytime I open a window the modem auto connects.
This happened after a crash and a Ghost restore.
Never had this problem before. I quess I scr---- up something
or added something that caused it. I know this is not much help to you
guys but any hints will be appreciated. Thank you.

Control Panel/Internet Options/Connections Tab
Select Never Dial a Conneciton option

This is checked to Never Dial a connection, but it still does.

Dials up the internet
