Getting a restart screen and disabling auto power off

I would like to disable the auto power off feature within
XP, I made the change
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon]
"PowerdownAfterShutdown"="1"

and it still powers completely off.

anyone know about a possible fix?
