system restore not opening

I tried to set a restore date and the program would not
open. I checked to make sure it was enabled and it was.
When I right click on my computer and properties i do not
have a system restore tab. Under help and support system
restore has a little red icon beside it and i can't find
anything that clarifies what this icon is.

I recently installed a new printer that is working fine
otherwise this is all.

this is my first attempt to set a restore date and cannot.

any help would be appreciated.
