I have an XP update disk I purched for a previous machine. Question Is the
update disc the same as a full XP-CD. Was wondering if I could use it on a
machine that has a clean drive NTSB formatted

Almost. It differs only in the rules for what qualifies to use
it.

You mean NTFS?

Yes. The requirement is to *own* a previous qualifying version,
not to have it installed. When setup doesn't find a previous
qualifying version installed, it will prompt you to insert the CD
of a previous qualifying version as proof of ownership. Just
follow the prompts and all proceeds normally and quite
legitimately.
