IE popup windows do no "pop up"

Hello,

I have a new problem that I'm not sure what caused it.
The "windows update" button does nothing now, and no
popup windows work. For instance clicking on "New Post"
in the Forum does not work. The "Open Target in new
Window" open does work either.

I've reinstalled Windows Scripting, Reapplied XP SP1 and
I don't have a popup killer installed.

HELP!
