Environment Variable Override

Is it possible to have the TEMP environment variable that
is automatically set on a per/user basis overidden? In
other words, I can log in as each person and remove the
user Environmental Variable for each user, but this is not
practical. I need 1 common temp variable for All users
regardless of login. Other then logging in as each user,
and removing the variables, is there a registry entry that
can be changed to set temp each time?
