The HD on my computer failed and I had to replace it. When
I reinstalled XP-pro I had to activate it. MS would not
accept the activation. How can I get XP reinstalled on my
new HD?

There are only two (2) methods to activate Windows XP:

1) via the internet

2) via the telephone

I suggest you select the option to "activate by telephone".
When you select this option, a list of toll-free numbers should
appear.

The problem isn't getting to the internet or MS it is
moving the registration from the old HD/computer to the new
HD/computer!!!

Are you saying that you called and they said "no"? What was the reason?

Chris;
There is nothing to move.
You mentioned hard drive before, now you also refer to another
computer.
If Windows XP is OEM, OEM is normally permanently tied to the first
computer installed and can not be transferred regardless the condition
of the original computer.

Otherwise simply install, attempt internet activation, if that fails,
choose the option to activate by phone.

If none of this answers your question, you need to post back with the
EXACT message you get and exactly what is happening when you get the
message.
Exact details of what was changed, exact type of Windows XP
(especially if OEM or retail) etc.

Google
